Belarus' government should expand social safety net before launching economic reforms

Before launching structural economic reforms, we should implement additional measures of social protection, Deputy Head of the Belarus President Administration Nikolai Snopkov told journalists as he took part in a conference on the economy of Belarus on 3 November, BelTA has learned.

“The Belarus government, the International Monetary Fund, and the World Bank should come to the negotiating table and develop a program which will help us not only achieve the IMF indicators but also create an economic space that will mitigate social impact of the indicators required from us. A mission will visit Belarus next week. I think we will not be developing a program of reforms without the World Bank, especially since the government and the WB have already agreed on some points,” Nikolai Snopkov noted.

He explained that the economic reforms may lead to some negative consequences that can be mitigated, for example, by increasing unemployment benefits and adjusting the national system of social protection. “We should do this before we launch any reforms,” Nikolai Snopkov stressed.
