Work on draft Eurasian integration strategy through 2025 nearing completion

MOSCOW, 19 February (BelTA) – The countries of the Eurasian Economic Union (EAEU) together with the Eurasian Economic Commission (EEC) are finishing drafting the Eurasian economic integration strategy through 2025, Chairman of the EEC Board Mikhail Myasnikovich said at a session of the Scientific Council of the Russian Academy of Sciences (RAS) on systemic problems of Eurasian economic integration, modernization, competitiveness, and sustainable development in Moscow on 19 February, BelTA learned from the EEC press service.

“We are completing work on the Eurasian economic integration strategy,” Mikhail Myasnikovich said. “It is a comprehensive document which will include a number of key measures that are yet to be designed. We need the contents to be meaningful and we count on your support,” he added.

RAS President Aleksandr Sergeev stressed that it is important that science should be integrated in the economy correctly and practical interaction between the RAS and the EEC should bring about effect for all the EAEU member states. “At present the EAEU needs new ambitious integration projects. Our council could be responsible for their scientific support,” he said.

Chairman of the RAS Scientific Council, Member of the Board (Minister) for Integration and Macroeconomics of the Eurasian Economic Commission Sergei Glazyev spoke about the Eurasian economic integration strategy amid technological changes. He focused on the key provisions of the draft strategy. They suggest removing all barriers on the EAEU market, improving customs regulation, and creating a system to manage and finance joint cooperation projects.

The RAS Scientific Council decided to provide scientific support for implementation of the Eurasian economic integration strategy through 2025. Moreover, plans are in place to draw up a list of joint activities of the EEC and the RAS.

The draft Eurasian economic integration strategy through 2025 was discussed by deputy prime ministers of the EAEU countries last week. According to the EEC, the parties harmonized 318 provisions of the strategy. They are yet to come to terms regarding 15 cooperation mechanisms.

The draft strategy is being developed in line with the declaration on further development of integration processes in the EAEU adopted by the Supreme Eurasian Economic Council at the end of 2018. The strategy will set forth the main targets for the integration policy as well as measures and mechanisms that will help finish laying the legal basis for cooperation within the EAEU, improve performance discipline of supranational and national institutions of the union, harmonize and synchronize approaches to defining and regulating new areas of cooperation. To a certain degree the document will go beyond the EAEU Treaty. In will comprise such new areas as green technologies, alternative energy sources, and economic aspects of healthcare, tourism, education, and science.

After the strategy is approved by the Eurasian Intergovernmental Council, it is expected to be adopted at a session of the Supreme Eurasian Economic Council in May.
