The protocol on amending and expanding the intergovernmental agreement was signed in Moscow on 23 November 2023.

The protocol updates the names of the Russian legal persons that participate in ensuring the parallel operation of the two national power grids. The relations Belarusian and Russian authorized commercial entities maintain in the course of activating and deactivating power grid equipment and energy generators and in the course of operating this equipment during emergencies are addressed. The document also provides for ensuring a balance of the active power of the Belarusian power grid and the Russian one in cases of extreme misbalance of active power due to the disconnection of energy generators.
