Positive effect from Entrepreneurship Development Ordinance visible in Belarus

MINSK, 28 December (BelTA) – Norms specified by the Entrepreneurship Development Ordinance have already produced a positive effect. The statement was made by Belarusian Deputy Architecture and Construction Minister Dmitry Semenkevich during the roundtable session held in BelTA's press center to discuss changes in business operation terms over the year.

The official said: “Norms specified by the Entrepreneurship Development Ordinance have already produced a positive effect. In particular, we've reduced the workload of municipal government agencies in matters relating to the issuance of permits (permits for complete overhaul and technical modernization). As you know, these procedures are now performed using documents drawn by the owner of the facility or the investor.”

In his words, an increase in the volume of technical modernization across Belarus is another positive thing. The new legislation was supposed to initially affect technical modernization of industrial and manufacturing enterprises. The number of office premises, which have undergone technical modernization, has increased, too.

Some companies perform reconstruction under the guise of technical modernization and technical modernization without drawing proper design documents. Dmitry Semenkevich made it clear that technical modernization does not mean that companies can redesign their premises any way they want. “They still need design documents. The document must be accepted by the owner of the facility. The redesigned facility must be registered after construction and installation work. All these procedures remain in place,” stressed the Belarusian deputy architecture and construction minister.

The Entrepreneurship Development Ordinance specifies the need to develop a code on architectural, town-planning and construction activity. The Architecture and Construction Ministry is working hard on it now, noted Dmitry Semenkevich.
