Max effort to select, realize Belarusian-Russian import-substituting projects

MINSK, 22 August (BelTA) – It is necessary to expedite the selection and realization of Union State import-substituting projects as much as possible, the press service of the Belarusian Economy Ministry quoted First Deputy Economy Minister Yuri Chebotar as saying.

Yuri Chebotar said: “Work continues under the aegis of the Belarusian Industry Ministry and the Russian Industry and Trade Ministry. We've already come up with certain projects. In addition to existing procedures the government has established a special working group. It will take care of development and search for the appropriate projects for evaluation together with the Russian Federation. Among other things it will take care of selection criteria, financial schemes for their realization, and monitoring. As a matter of principle, it is necessary to expedite the selection and realization of Union State import-substituting projects as much as possible and start manufacturing in 2023-2024.”

According to the source, this working group is permanent and takes part of the overall import-substitution efforts within the framework of the Industrial Policy Commission. A government resolution has been passed recently to change the commission's format. Integration track authority was added. “A subgroup was created to look for the most profitable commercial component, including import, establishment of logistic chains for importing the goods we need for the manufacturing sector in the near future from friendly countries,” the official noted.

As for what the import substitution program will look like next year, Yuri Chebotar said that approaches to forming it had been revised. Several blocks will become key ones. Those include integration, an increase in the number of chains for processing local raw materials, manufacturing localization, and small and medium business. “Fifthly, our science should be involved in import-substituting projects. Most importantly we would like to make the programs alive. We would like their events and plans to constantly generate new projects,” the official said.
