Financial watchdogs review Belarus-Russia Union State budget bill for 2019

MINSK, 27 December (BelTA) – Belarus' State Control Committee and the Accounts Chamber of Russia have prepared an assessment of the Union State budget bill for 2019, BelTA learned from Belarus' State Control Committee.

In 2019 the budget is projected to receive RUB7.245 billion and to spend RUB6,325.7 billion. The budget surplus is projected at RUB919.3 million. Most of expenditures will be spent on 11 Union State programs - 65.8% (RUB4,159.95 billion). Two more projects will be implemented next year, with the total budget at RUB234.7 million: “Major repairs, restoration and conservation of the structures of the Brest Fortress in the Brest Hero Fortress memorial complex” and “The development of educational and scientific activities with the use of innovative technologies of the Belarusian-Russian University”.

Belarus' State Control Committee and the Accounts Chamber of Russia criticized the inadequate planning of revenues from business and other income-generating activities of the Union State TV and Radio Broadcasting Company. In January-September 2018 its revenues reached RUB88,000 (less than 2% of the annual target). Despite this, the budget bill for 2019 envisages RUB1.2 million in revenue from the activities of the Union State TV and Radio Broadcasting Company.

In 2019 the Union State budget surplus will be used to finance new programs, projects and activities approved in the fourth quarter of 2018 and in 2019. The programs and projects approved by the Council of Ministers in the fourth quarter of 2019 will be included in the lists envisaged for financial support from the Union State budget 2020. “Thus, the Union State Standing Committee took into account the previously made recommendations of the State Control Committee and the Accounts Chamber to exclude the practice of providing finances in the third and fourth quarters of the fiscal year for the programs approved in the second half of the year,” the State Control Committee said.
