Belarusian public catering market development trends discussed

MINSK, 28 December (BelTA) – Vigorous development of the public catering industry continues thanks to the Entrepreneurship Development Ordinance. The opinion was ventured by Violetta Brezovskaya, Head of the Trade and Public Catering Organization Office of the Belarusian Antimonopoly Regulation and Trade Ministry, during the roundtable session held in BelTA's press center to discuss changes in business operation terms over the year.

According to Violetta Brezovskaya, a lot of provisions stipulated by the ordinance are designed to spur even intensive development of the public catering industry. For instance, it is now possible to open a public catering outlet without having to choose its specific type and class first. In the past prospective business owners had to decide whether they want to open a restaurant, a bar, a café, and so on.

The ordinance also scrapped special regulations on accounts of waiters. Public catering outlets can now make products with alcohol share in excess of 7% by mixing and/or infusing ready-made alcohol beverages with other food products. Public catering outlets no longer need a manufacturing license to make such products. The ordinance also allowed the business owners to freely determine markups on prices for alcohol beverages with alcohol share in excess of 28%, which are sold as drinks.

As a result the number of public catering outlets increased by over 4% or 819 in January-September 2018. Belarus is now home to 9,162 public catering outlets, including 8,315 corporations or 90.8% of the total. As many as 847 outlets or 9.2% of the total number operate as self-employed businessmen. There are 41.8 outlets per 1,000 people while the state standard is 40.

Speaking about development trends on this market, Violetta Brezovskaya noted they had seen an increase in the number of fast food outlets, which offer democratic prices, and in the number of outlets specializing in pancakes, burgers, beer, and coffee. A number of food courts have been opened in shopping centers and shopping and entertainment centers. Restaurant business has opted for specialization in national cuisine, oriental cuisine, Italian cuisine, and Japanese cuisine. New restaurants are being opened as franchises. Public catering services are now available online, for instance, the delivery of pizzas, lunches, other ready-to-eat meals.
