Belarus to start pre-qualification of investors for M10 motorway reconstruction soon

MINSK, 4 March (BelTA) – In the near future the Belarusian Transport and Communications Ministry will start the pre-qualification selection of investors for reconstructing part of the M10 motorway (Russian border – Gomel - Kobrin), BelTA learned from Belarusian Transport and Communications Minister Aleksei Avramenko on 4 March.

According to the source, the pre-qualification stage will last for three months. It will produce a short list of the five most fitting investors. They will be invited to submit their bids for the tender.

Speaking about the M10 motorway reconstruction roadshow in the headquarters of the European Bank for Reconstruction and Development in London in January 2019, the official noted that the Belarusian side was satisfied with its results. Investors from Austria, South Korea, Japan, China, Czechia, and Russia as well as other countries demonstrated interest in this project.

Belarus' cooperation with the EBRD was discussed as EBRD President Suma Chakrabarti met with top government officials on 4 March. The negotiations resulted in the EBRD and the Transport and Communications Ministry signing a memorandum of understanding on cooperation in transport industry.

BelTA reported earlier that the Transport and Communications Ministry will act as the state partner in the pilot public private partnership project for reconstructing the M10 motorway. The private partner will be responsible for designing, reconstruction, financing, upkeep, and maintenance of five sections of the M10 motorway with the total length of 85.25km. Capital costs are estimated at €185.8 million. Reconstruction is supposed to begin in Q4 2020.

The project provides for increasing the number of traffic lanes from two to four, increasing the allowed load per axle from 10 tonnes to 11.5 tonnes, and raising the speed limit from 90kpmh to 120kmph for cars and from 70kmph to 100kpmh for trucks.
