Belarus to announce pre-qualification bids for M10 Motorway reconstruction project in February

MINSK, 21 January (BelTA) – Pre-qualification selection of investors for the project to reconstruct M10 Motorway (Russian Federation-Gomel-Kobrin) will be announced in February, Transport and Communications Minister Aleksei Avramenko told reporters, BelTA has learned.

“We conducted a road show, which was attended by about 180 people from different countries and companies. I myself have had quite a lot of meetings with representatives and investors from the Republic of Korea, Japan, China, Russia, and Turkey. There were also European companies who showed interest in the pilot PPP project,” the minister said.

“On 1 February we will announce pre-qualification to shortlist five major companies which will be allowed for the tender. Which companies these will be we will see after the pre-qualification. We will proceed from the criteria laid down in the tender documents, and those who will make the best offer will be in the priority,” Aleksei Avramenko noted.

The Belarusian Transport and Communications Ministry will be the state partner in the public private partnership project. The private sector will be responsible for designing, reconstructing, financing, and maintenance of five sections of the M10 motorway with the total length of 85.25km. Capital expenditure is estimated at €185.8 million. Reconstruction is supposed to begin in Q4 2020.

The project provides for increasing the number of traffic lanes from two to four and increasing the load per axle from 10 tonnes to 11.5 tonnes. Speed limit for cars will be raised from 90kmph to 120kmph, for trucks – from 70kmph to 100kmph.
