Belarus prime minister wants additional sources of revenue in response to calls for more spending

MINSK, 20 October (BelTA) – The next year's state budget is being drafted in conditions of an unstable economic situation. Those who lobby for additional budget spending should suggest sources of revenue to cover the spending. Prime Minister of Belarus Roman Golovchenko made the statement during the Council of Ministers session held on 20 October to discuss the draft social and economic development forecast, the draft main monetary management guidelines, and the draft central state budget for the year 2021, BelTA has learned.

Roman Golovchenko said: “I would like to point out that the next year's budget is being drafted in conditions of an unstable economic situation. Budget incentive capabilities are considerably limited taking into account the need to honor all the social commitments of the state and to repay and service the state debt in a timely manner. This is why lobbyists of additional spending should also come up with real proposals about the relevant sources of revenue.”

The main parameters of the next year's draft budget and proposals on adjusting the Tax Code had been discussed previously and generally approved by the Council of Ministers' Presidium. The head of government asked Finance Minister Yuri Seliverstov to report how instructions on addressing the debatable points that needed additional polish and reconciliation had been fulfilled.

Roman Golovchenko explained: “Those are matters of the excise duty on tobacco products, the optimization of preferences on the value added tax, and the volume of budget expenses relating to the epidemic situation.”

According to Roman Golovchenko, certain preferences lost their stimulating value a long time ago and can be viewed as ineffective state support.
