Action plan to enable EAEU market of civil engineering services approved

MOSCOW, 4 December (BelTA) – A plan of actions needed to enable the operation of the common market of civil engineering services in the Eurasian Economic Union (EAEU) was approved at the videoconference session of the Eurasian Intergovernmental Council on 4 December, the press service of the Eurasian Economic Commission told BelTA.

A list of sectors of the EAEU's common market of services was approved in 2014. Among other things the list includes such services as engineering surveys, architectural and construction design, construction, reconstruction, and repair of capital structures. However, later on the Eurasian Economic Commission found out that the EAEU member states had failed to ensure the proper operation of the common market of civil engineering services. In particular, they did not allow persons from other EAEU member states to supply and get services without restrictions, exemptions, and additional requirements. Failure to recognize the professional qualifications of personnel was one of the stumbling blocks.

The new action plan will resolve the problem step by step and enable the proper operation of the Eurasian Economic Union's civil engineering services market. The document provides for signing a EAEU agreement on the mutual recognition of professional qualifications of supervisory personnel in the sphere of civil engineering in 2022. To make it happen, it will be necessary to find out the current requirements for the professional qualification of supervisory personnel and apply the best international and national practices of regulating this sphere.

While working on the agreement, the Eurasian Economic Commission and the EAEU member states agreed on common approaches to the mutual recognition of professional qualifications of supervisory personnel. In particular, the document will enforce the recognition of professional qualifications of supervisory personnel (chief architects, chief engineers, technical directors, and so on) without additional procedures. The document will enable the unconditional recognition of their education and years of experience. Apart from that, the expansion of the agreement's scope onto workers in the Eurasian Economic Union member states will allow the sides to improve conditions concerning the freedom of workforce movement because right now the Eurasian Economic Union Foundation Treaty fails to provide for the recognition of qualifications.
