Mismanagement behind most violations of fire safety regulations in Belarus

MINSK, 26 April (BelTA) – Poor management practices represent the key cause of violations of fire safety regulations. Belarusian Emergencies Minister Vladimir Vashchenko made the relevant statement as he delivered his report to Belarus President Alexander Lukashenko on 26 April, BelTA has learned.

The emergencies minister said that they had examined about 7,000 crowded places upon instructions of the head of state. “Violations of fire safety regulations have been detected at 82% of them. Fixing the violations will not require considerable investments. Poor management is the key reason for the state of affairs, not the lack of resources,” noted Vladimir Vashchenko.

The official went on saying that work is in progress to get the detected shortcomings fixed, tough measures had been taken.

The emergencies minister underlined that all the conditions for ensuring proper fire safety and for further reducing the loss of life had been enabled at the legislative level. “However, the quality of implementation of the legislation, which clearly stipulates safety requirements, obligations and responsibilities of executive personnel, leaves much to be desired. All the fires in residential buildings, at enterprises and organizations have been caused not by the lack of expensive technical solutions but by the irresponsible attitude of citizens to their own safety, by the failure of executive personnel to ensure healthy and safe working conditions,” said Vladimir Vashchenko.

Fires occur due to piled-up waste, improper equipment operation, failures to clean workstations and construction structures from combustible materials, and the availability of sources of fire — smoking outside dedicated places, the use of open fire, failures to observe fire safety regulations during welding operations and the use of electric equipment.

There is a great potential for improving the state of affairs in training and in arranging fire safety instruction sessions. “Such things are often organized on paper only and employees don't have even the basic knowledge of how they should act in an emergency,” stated Vladimir Vashchenko.
