Kobyakov presents state awards to distinguished Belarusians

MINSK, 3 May (BelTA) - Belarus Prime Minister Andrei Kobyakov presented state awards to distinguished people of the country following the instruction of the head of state, BelTA has learned.

The list of the awardees included 95 people. These were scholars, social workers, doctors, teachers, workers of the manufacturing sector, forest industry, farmers, builders, oilmen, representatives of the tax bodies, public servants, and intellectuals. They received high awards in recognition of many-years fruitful work, exemplary performance, and high professionalism.

State awards were conferred on a big group of healthcare workers. Andrei Kobyakov noted that the country's healthcare uses the best achievements of the world's and national medicine. “In recent years, the domestic healthcare has made great advances. The quality of medical services is catching up with the world's best examples. The country has built up a clear system of providing medical care at all levels,” the prime minister said.

The prime minister noted that the country has made great progress in the area of maternal and child health. “The birthrate in the country is higher than the mortality rate. The domestic healthcare has a great potential. The goal is to make the full use of it. The goal is to boost the export of healthcare services,” Andrei Kobyakov said and added that this year the industry is expected to export not less than $40 million worth of services.

High awards were presented to teachers and heads of education establishments. “They have made a significant contribution to the development of the national education system, training of highly-qualified personnel and bringing up young people, improving the quality of the learning process through the use of modern methodological support and educational technologies. However, the president has set clear goals that need to be achieved in the near future. First and foremost we need to work on improving the career guidance in our education system. Another task is to improve the quality of textbooks,” Andrei Kobyakov noted.

Letters of commendation from the president were presented to a group of trade union workers for active participation in public and political life of the country. “Your initiatives and proposals are constructive and meet the spirit of the times. One of them is the proposal to strengthen the protection of the rights of workers who work under contract, and to increase, at the legislative level, the accountability of employers towards employees. The initiative of trade unions on the reduction of the length of pensionable service for mothers and ex-military is under discussion today,” the prime minister said addressing representatives of trade unions.

High awards were given to the construction industry workers. “In order to maintain the momentum in the housing construction, including the one built with state support, the government continues to work on a number of issues. Among them is the involvement of credit resources of all commercial banks and gradual reduction of interest rates on bank loans which will be issued on general terms and conditions,” Andrei Kobyakov said.

Among the award recipients was a group of road construction workers. “Today, the work to build high-quality highways that connect regional centers with Minsk is nearing completion. However, we must implement the task set by the head of state and set the local road network in order within 3 to 4 years. According to various estimates, from 6,000 to 10,000 kilometers of roads need repair,” the prime minister noted.

Andrei Kobyakov stressed that among the awardees are the workers of Mogilevliftmash plant. “It is gratifying to note that every year the company significantly consolidates its positions on the international market. Today it produces more than 135 base models of elevators. In 2016 the output made up more than 12,500 elevators. Today Belarusian elevators are used at such iconic facilities as the Baikonur cosmodrome and Leningrad nuclear power plant,” he noted.

The letters of commendation from the president were presented to workers of the Voluntary Association for Assistance to Army, Aviation and Navy (DOSAAF) for the long-term and fruitful work, high professionalism, significant contribution to the patriotic education and preparation of young people for military service. “DOSAAF is the pillar of the state in preparing the youth for military service and work. We consider DOSAAF an integral part of the national security system of Belarus. Today it has a well-thought-out program of its further progressive movement, which is closely aligned with the social and economic development of the state, and looks confidently towards the future,” the prime minister said.

Among the awardees were also representatives of the artistic intelligentsia, athletes, and civil servants. “The president has set forth a task to make the public service one of the most attractive jobs. The optimization of the government staff which is underway in the country is held exactly for this purpose. This does not mean mechanical reduction in workforce but rational revision of functions, exclusion of their duplication, the delegation of powers and the rights to take decisions. One of the main criteria for the efficient performance of the government is the ability to outreach, treat every person with respect, address their requests and needs,” Andrei Kobyakov said.

The PM congratulated all the present on their awards and noted that the ceremony is held ahead of Victory Day. “I would like to end my speech with the words of USSR Marshal Georgy Zhukov who once said that ‘the time has no power over the greatness of what we went through in the war, and the people who survived one big test will continue to draw strength from this victory',” the Belarusian head of government said.
