Interior Ministry: Cybercrime clearance rate is high in Belarus

MINSK, 10 February (BelTA) – Clearance rate in cybercrime cases is high in Belarus, Oleg Slepchenko, the head of the information and analysis department at the office for combating high-tech crimes at the Belarusian Interior Ministry, said at an online press conference hosted by BelTA's website.

Oleg Slepchenko noted that in the first years after the establishment of the office in 2002, such crimes were few. Over time their number increased to about 2,500 per year and now remains at this level. “The clearance rate of such crimes is quite high. By world standards, this is 50% and higher. Last year we had it at the level of 56.5%. It is pretty high, especially when you consider that most of these crimes are committed in situations of non-obviousness. We cooperate with colleagues and law enforcement agencies from other countries because the internet crimes are have a clear cross-border nature,” Oleg Slepchenko said.

He noted that the number of thefts from bank cards has been on the decrease in the last two to three years in Belarus. “We recorded 2,035 such crimes in 2015 and 1,820 in 2016. This has been achieved primarily thanks to preventive work with banks, financial organizations,” Oleg Slepchenko noted.

Nevertheless, the number of crimes against information security is increasing. In 2016, there were about 500 of them. Most of them were related to unauthorized access to computer information. Last year, Belarus recorded 258 of such cases, up 150% from 2015 when the number was 102. The number of computer sabotage attacks, when the owner cannot access his account or his e-mail, has surged by approximately 80%. “The number of malware crimes remains at the same level. This shows that we can influence the situation primarily by working with citizens. For example, we keep explaining that the police do not charge fines over the Internet,” Oleg Slepchenko said.
