Call for better analytics for Belarus-Russia Union programs

MINSK, 25 May (BelTA) – The system of scientific analytics, which is used to put together programs of the Union State of Belarus and Russia, needs to get better. The statement was made by Sergei Rakhmanov, Chairman of the International Affairs and National Security Commission of the Council of the Republic of the National Assembly of Belarus, on 25 May, BelTA has learned. Sergei Rakhmanov took part in a joint session of the Scientific Advisory Board under the Parliamentary Assembly of the Union of Belarus and Russia and the Interacademy Council for the Development of the Union State of Belarus and Russia.

Improving the analytics system in the course of development of Union State programs is the idea, said Sergei Rakhmanov. Strategic analytics should be ready even before individual commercial entities come up with themes for projects. In his opinion, only after a serious scientific foundation is available, concrete projects can be discussed.

“For now serious movement in this area is only starting, this is why we are very critical about filling the Union State budget and filling Union State programs. Suffice it to say that at present part of the Union State budget is not used at all while the Union State programs we have are very narrow-minded,” noted the senator. Sergei Rakhmanov was convinced that in this situation it is vital to advance the intellectual component to the next level. Belarusian and Russian scientists can and should do that. They just need the ability to do it.

Sergei Rakhmanov noted that as people with a great deal of knowledge the scientists should play the role of the expert community. “There are quite many problems in the development of the Union State of Belarus and Russia. We know about them. It is now time to tackle them more effectively,” he was convinced.

It is extremely important for Belarus and Russia to pool efforts in the sphere of innovations, without which economic security is next to impossible to achieve. “The problem of economic security is one of the most important ones. It affects interests of all the post-Soviet countries and more than that. It is necessary to focus attention on actions, which need to be taken to ensure economic security,” explained the senator.

Sergei Rakhmanov was convinced that scientific community should get involved in tackling the problem as much as possible. “We should enable conditions for a creative initiative. Now is the time when any lagging behind in innovations can evolve into long-term negative consequences. We should concentrate efforts on top-priority areas,” said the Chairman of the International Affairs and National Security Commission of the Council of the Republic of the National Assembly of Belarus.

In his words, it is necessary to advance such strategic industries as microelectronics, biotechnologies, robotics, artificial intelligence, and big data. “We see certain drawbacks, including in Union State programs. We have the capability. We just need to focus efforts,” concluded Sergei Rakhmanov.
