MINSK, 11 February (BelTA) – A bill on personal data is supposed to be brought into the parliament in April, BelTA learned from Vadim Ipatov, Director of the National Center of Legislation and Legal Research of Belarus.
The official said: “According to the schedule for preparing bills in 2019 this particular bill is supposed to be brought into the parliament in April 2019. But you have to understand that the plans are not set in stone. They are more of a guideline. If all the clauses are verified and meet today's requirements, the bill will be forwarded to the parliament.”
In his words, the bill is a comprehensive systemic document, which will explain terminology among other things. “The document clearly determines what personal data is, what all the parties involved in collecting, processing, and disseminating personal data can and cannot do. It clearly specifies rights of individuals with regard to how our personal data can be processed, how it should be protected. The ability to demand that one's personal data be deleted from all databases is also stipulated. The document also envisages setting up a government agency to oversee the observance of legislation in this field,” Vadim Ipatov noted.
The official went on saying that as far as high technologies are concerned, the National Center of Legislation and Legal Research is working on another bill, which provides for amending the law on information, informatization, and information protection of 2008. “But in order to get started and put together a high-level regulatory act, it is necessary to study this sphere in detail. This year the National Center of Legislation and Legal Research will perform the relevant analytic and research work together with parties concerned. We would like to once again look at this law, determine what the problems are, where the gaps are in order to update it,” the official said.
Apart from that, work to amend and expand the Criminal Code, in particular responsibility for high-tech crimes, has already begun in line with this year's legislation development plan.
