Belarusian justice minister calls for quality lawmaking

MINSK, 1 December (BelTA) – A well-established lawmaking process is an indicator of the level of legal culture. It helps ensure the rule of law in the country, Belarusian Justice Minister Oleg Slizhevsky said at the workshop Lawmaking Process, Regulatory Impact Assessment and Law Enforcement Monitoring held in Minsk, BelTA learned from Olga Murashkovskaya, the spokesperson for the Justice Ministry.

Oleg Slizhevsky noted that Belarusian lawmaking agencies are exploring ways to improve the legislative process. Laws should effectively regulate different types of legal relations, be able to adjust to everyday challenges, and be clear to the general public. Thus, the primary task of the Justice Ministry is to streamline the legislative process and improve the quality of regulatory impact assessment.

Oleg Slizhevsky expressed confidence that the exchange of legislative practices that took place during the workshop in Minsk would help Belarusian agencies streamline the lawmaking process and advance cooperation in areas of mutual interest.

Attending the workshop were Ambassador of Germany to Belarus Peter Dettmar and experts from the German Federal Chancellery and the Federal Ministry of Justice and Consumer Protection. The list of participants also featured representatives of over 20 Belarusian government agencies involved in lawmaking, including the Belarus President Administration and the House of Representatives.

The international experts reviewed Germany's experience in regulatory impact assessment and law enforcement monitoring. They also spoke about the impact of the country's membership in international organizations on the national lawmaking process.

The workshop was organized by the Belarusian Justice Ministry and the German Foundation for International Legal Cooperation.
