Belarus may join International Union of Notaries in 2017

MINSK, 26 August (BelTA) – The Belarusian notaries may access the International Union of Notaries (UINL) in 2017, President of the International Notarial Cooperation Commission (CCNI) of the International Union of Notaries Michel Merlotti told a press conference on 26 August, BelTA has learned.

“It is highly possible that Belarus will make part of the International Union of Notaries in 2017,” said Michel Merlotti.

The General Assembly is the supreme body of the union. The Assembly sits once a year and takes final decisions. This year the General Assembly is expected to meet in autumn. “For now, we can say that it is too late to speak about Belarus' UINL accession in autumn 2016, as there are a number of bodies through which the conclusion of the International Notarial Cooperation Commission should pass,” the CCNI President.

Michel Merlotti stated that the Notary Chamber of Belarus filed an application to join the International Union of Notaries on 16 June 2016. The CCNI President named the initiative a smart step as Belarus' neighboring countries are members of the union.

From 22 on 26 August, Belarus hosted experts of the International Notarial Cooperation Commission. They visited some notaries and notarial bureaus of Minsk and Minsk Oblast to get familiar the work of Belarusian notaries and the quality of notarial services. “We are satisfied with the quality of day-to-day work of notaries,” Michel Merlotti said. Regarding the Belarusian legislation regulating the work of notaries, he noted that the remarks are technicalities and can be easily eliminated. “We can say that the Commission saw the potential of the Belarusian notaries which will help them improve the quality of notarial services in the future,” he noted.

The International Union of Notaries is a non-governmental organization established to promote, coordinate and develop the duties and activities of Notaries throughout the world. The Union aims to promote the application of the fundamental principles of the Latin-type notarial system, principles of notarial ethics. It also represents Chambers of Notaries before international organizations. The Union comprises 86 members.
