Belarus continues developing customs regulations

GOMEL, 23 March (BelTA) – The development of a reliable legal base in the sphere of customs regulation continues in Belarus. The statement was made by Chairman of the State Customs Committee of Belarus Yuri Senko during an offsite session of the public advisory board under the State Customs Committee on 23 March, BelTA has learned.

The offsite session focused on discussing the first results registered after the Customs Code of the Eurasian Economic Union came into force. Gomel Oblast was chosen for discussing the matter for a reason: it is home to major industrial enterprises and a free economic zone. Representatives of customs bodies, exporters, and importers took part in the session.

Opening the meeting, the head of Belarus' Customs noted that the development of a reliable legal base in the sphere of customs regulation continues in Belarus. The national legislation is being brought into compliance with the Eurasian Economic Union's Customs Code. A presidential decree has been drafted to address top-priority issues in the sphere of customs regulation. A draft resolution of Belarus' Council of Ministers on measures to implement the Eurasian Economic Union Customs Code agreement is in development. A number of regulatory acts of the State Customs Committee is in development. Work has begun on a new edition of the customs regulation law and is supposed to be finished by the end of the year. All of it will allow creating a reliable legal base in the sphere of customs regulation in various areas.

Yuri Senko also stressed that work continues on modernizing the information systems the Belarusian customs service uses. In particular, connections have been established with the nationwide automated information system. There are plans to get access to information resources of various ministries and government agencies within a year.

The measures will allow bolstering the effectiveness of customs control and speed up the operations. In turn, it will enable more comfortable conditions for exporters and importers.

First Deputy Chairman of the State Customs Committee Vladimir Orlovsky told media that the customs service works as usual after the Eurasian Economic Union's Customs Code came into force. He explained that the Belarusian customs service had prepared for the document to come into force in advance. “The customs service practiced a number of procedures for one year. Experiments were arranged. Now we've switched from experiments to normal enforcement of the norms such as the automatic release of freight, faster processing, digital customs declarations, and so on,” said the official.

Participants of the session also summed up the results achieved by the expert advisory groups on transit, customs and tariff regulation, and information technologies in 2017. Plans and tasks for the year 2018 were sketched out.

In turn, representatives of the private sector and companies asked questions about the enforcement of the norms, which had been changed. Proposals on improving the legislation were put forward.
