Lukashenko, Shved discuss development of Belarus' forensics committee

MINSK, 1 February (BelTA) – The development prospects of the State Forensic Examination Committee of the Republic of Belarus were discussed at the meeting between Belarus President Alexander Lukashenko and Chairman of the State Forensic Examination Committee Andrei Shved on 1 February, BelTA has learned.

The report of Andrei Shved to the president included such issues as the resolution of problems in forensic examination and the development prospects of the committee, international cooperation of the agency.

In accordance with the report, the State Forensic Examination Committee annually runs more than 340,000 forensic examinations and research, the number of specific examinations went up several times. The agency has improved the expert support of law enforcement activities. Economic, construction, technical, merchandizing analyses, examinations of drugs and radioelectronic devices have been conducted for the first time in all regions of Belarus. New kinds of examinations have been introduced.

The committee conducts high-quality forensic examinations. In 2017, the number of reexaminations fell by 66% from the level of 2014. The conclusions of primary examinations were changed in only 0.006% of cases (17 cases) last year. The forensic examination quality control system was very helpful.

The efficiency of the DNA database has increased significantly. DNA tests helped solve 2,200 crimes in 2017.

Belarus was the first country in the post-Soviet space to develop a three-level system of examining all kinds of drugs. Corresponding tests now last for up to one hour. Just to compare, in 2013 such specialists worked only in Minsk and two oblast capitals. It took them up to six months to conduct an examination.

The State Forensic Examination Committee is now focused on the development of new kinds of examinations for the needs of law enforcement agencies and courts, equipment modernization and application of IT technologies, import substitution of equipment, reagents and software.

International cooperation is increasingly vibrant. The forensics committee has concluded 12 agreements with partners in various countries. It cooperates with the European Network of Forensic Science Institutes (ENFSI). Twelve draft agreements on cooperation are in the pipeline.

The State Forensic Examination Committee was established on 22 April 2013 when the president signed a corresponding decree. It was established to improve forensic examination procedures, protect the rights and legal interests of citizens and organizations in the criminal, administrative, civil and economic litigation.
