Innovative development program to be submitted to Belarus president before 1 July

MINSK, 23 June (BelTA) – Belarus' draft innovative program for 2016-2020 shall be submitted to the Belarusian president before 1 July 2016, BelTA informs.

This is envisaged in the protocol of instructions given by Belarus President Alexander Lukashenko in his State of the Nation Address.

The innovative development program should outline major approaches, priorities, key measures and instruments aimed at the formation of the economy of knowledge.

Besides, the government has been instructed to submit proposals regarding the recalculation of labor pensions to the president before 15 October 2016. They will also submit proposals regarding the changes in the remuneration system at state-funded organizations taking into account the industry specifics and the results of work before 1 January 2017.

The protocol of instructions also includes a provision regarding the financing of economically viable projects using Chinese loans, efficient and timely utilization of funds as part of the World Bank projects, borrowing of funds on international financial markets using foreign depositary receipts.

The government, the House of Representatives, and the Council of the Republic have been instructed to analyze Belarus' investment legislation and submit proposals regarding its possible improvement and (or) systematization before 1 September 2016. This measure will ensure transparency and accessibility, exclude provisions impeding the inflow of investments. Together with the National Academy of Sciences of Belarus and other interested agencies they put forward proposals regarding the development and application of new production quality standards as part of the ‘green' industry project in 2016.

Before 15 July 2016, the National Bank of the Republic of Belarus and the Council of Ministers should prepare a plan of action to promote the dedollarization of the economy including economically viable measures to avoid foreign currency payments, collection of fees and duties in foreign currency, etc.

They have been also instructed to ensure the flexible interest policy, use prudential and other instruments to reduce interest rates on loans and deposits in 2016 taking into consideration the current macroeconomic situation.

The president also instructed the Agriculture and Food Ministry to put forward proposals regarding the financial recovery and higher efficiency of agricultural enterprises.

The Healthcare Ministry, oblast executive committees, and the Minsk City Hall should ensure the implementation of measures to improve and preserve the health of the nation, create a multi-level system electronic healthcare, develop the telecom network in 2016-2020.

The protocol also includes a number of instructions aimed at stimulating the application of cutting-edge methods and modern international quality control systems in the Belarusian economy. Plans have been made to improve living conditions of Afghanistan war veterans and support other categories of people.

The State Control Committee has been authorized to supervise the implementation of the protocol.
