Belarus President's ordinance against freeloading amended

MINSK, 13 January (BelTA) – On 12 January Belarus President Alexander Lukashenko signed Ordinance No. 1 to introduce amendments to Ordinance No. 3 “On preventing social dependency” of 2 April 2015, BelTA learned from the press service of the Belarusian leader.

The ordinance specifies the list of the periods of activity, during which the citizens take part in the financing of the public expenditure.

For example, the list of those partaking in the financing of the public expenditure now includes members of the Belarusian national sports teams, men on alternative service, people taking part in the maintenance of security in accordance with the legislation.

People registered as unemployed or undergoing professional training on the assignment of the labor and social security agency will be included in the list of those partaking in the financing of the public expenditure only in case there are no violations of their employment obligations. People bringing up children under 7 years of age will be also included in this list provided such children do not go to pre-school institutions in the age from 3 to 7 years.

People in difficult life situations can be exempt from the payment of the unemployment tax following the resolution of local councils of deputies, local executive and regulatory bodies.

Taking into account the need to revise the list of the unemployment tax payers in 2015, the period until which tax bodies will be sending corresponding notifications to tax payers is moved from 1 November 2016 to 20 January 2017. The term of payment is shifted from 1 December 2016 to 20 February 2017.
