OSCE wants new approaches to combating cyberterrorism

MINSK, 9 October (BelTA) – The Organization for Security and Cooperation in Europe (OSCE) calls for working out new approaches to combating cyberterrorism, OSCE Secretary General Thomas Greminger said at the opening of the international high-level conference “Preventing and Countering Terrorism in the Digital Age" on 9 October, BelTA has learned.

Thomas Greminger noted that these approaches should take into account human rights and gender aspects. A non-discriminatory counter-terrorism strategy is needed in order not to alienate people who might hold radical views. “Efficient counter-terrorist activities and protection of human rights complement each other,” he noted.

The OSCE Secretary General underlined that terrorists and radicals often use the Internet to recruit, train and radicalize people and to encourage them to get involved into terrorist activities. In his words, the use of information and communication technology for malicious purposes is a serious threat to peace and stability; therefore it is critical to stand up against it.

“In order to combat these risks and threats, international stakeholders should strengthen cooperation. Closer partnership is a key to success in fighting with cross-border terrorist networks,” Thomas Greminger said. He noted that counterterrorism efforts include the establishment of a reliable system of information about international air passengers (a terrorist might be among them) and collection of biometric data.
