Myasnikovich: Local MPs should play a bigger role in addressing people's problems

MINSK, 18 January (BelTA) – The role of local councils of deputies in addressing people's issues should be strengthened, Speaker of the Council of the Republic of the National Assembly of Belarus Mikhail Myasnikovich said in an interview to the Zvyazda newspaper, BelTA has learned.

When asked on whether the local government system needs to be reformed, Mikhail Myasnikovich noted that the matter had been thoroughly studied in the Council of the Republic, by leading scientists of the National Academy of Sciences of Belarus, the Academy of Public Administration under the aegis of the President of the Republic of Belarus and chairpersons of local councils of deputies. During discussions there was suggested to switch to a two-level administrative territorial division (oblast-district) and also to replace rural countries and their executive committees with local administration. “It was agreed that today there are no political, social and economic grounds to alter the local government system in the country. This proposal was supported by the head of state. I believe that today, taking into account the present-day situation and challenges, the existing local government system should be further developed and improved. We need to take all necessary measures to intensify this work and raise the responsibility of local councils of deputies for addressing a wide range of social and economic issues and burning problems of people,” he said.

The Council of the Republic is busy with working out new approaches for further development of local administration in the country. “This work is aimed at strengthening the role of local councils of deputies in addressing people's problems. A working group has been set up in the Council of the Republic for these purposes. The working group is led by Chairman of the Permanent Commission on Regional Policy and Local Self-Government Alexander Popkov. Experts will analyze the situation in regions and study the current legislation to spot bottlenecks in the work of local authorities as well as untapped capabilities and resources of the local government to build up a corresponding plan of action for local councils of deputies on promising areas of sustainable development of the territory under their jurisdiction,” Mikhail Myasnikovich explained.
