Draft CIS anti-corruption cooperation concept agreed

MINSK, 19 January (BelTA) –Experts agreed the draft CIS anti-corruption cooperation concept on 19 January, BelTA learned from the press service of the CIS Executive Committee.

An additional meeting of the expert group was held at the CIS Executive Committee in Minsk to agree the draft CIS anti-corruption cooperation concept on 18-19 January. The draft was finalized and agreed taking into account remarks and proposals from Armenia, Belarus, Kazakhstan, and Tajikistan. “The proceedings of the expert meeting will be sent to the CIS member states. The draft concept will be submitted for the consideration of the CIS Council of Heads of State according to the established procedure,” the source said.

Improving the CIS anti-corruption cooperation is an essential part of work to continue to strengthen the anti-corruption efforts of the international community, the representatives of the CIS Executive Committee noted.

The CIS anti-corruption cooperation concept was elaborated according to the interstate program on joint measures to combat crime in 2014-2018. The concept is aimed at enhancing the legal and organizational basis for cooperation in this field. The document stipulates principles, tasks, main areas, and forms of the cooperation.

The press service noted that the concept understands anti-corruption efforts as the complex work of the CIS member states, central government agencies and local self-government bodies to develop and implement organizational and other measures with a view to preventing, detecting, suppressing, and disclosing corruption crimes and offences. These also imply promoting active rejection of corruption among public officers, civil servants, and citizens, and timely detection and elimination of circumstances contributing to such crimes and offences. The anti-corruption measures are elaborated in close cooperation with civil society organizations and the general public.

The provisions of the concept will make the basis for developing international agreements in the CIS, and also interstate anti-corruption programs.
