Call for Union State programs based on joint interests of Belarus, Russia

ORSHA, 28 February (BelTA) – Programs of the Union State of Belarus and Russia should be based on the concurrence of interests of the two countries, BelTA learned from Nikolai Gonchar, Chairman of the Budget and Finance Commission of the Parliamentary Assembly of the Union of Belarus and Russia, member of the Budget and Taxes Committee of the Russian State Duma. A session of the Budget and Finance Commission took place in Orsha, Vitebsk Oblast on 28 February.

According to the source, the session was focused on analyzing how relations between regions, districts, and local self-government agencies of Belarus and Russia evolve. Nikolai Gonchar said he believes that Orsha District has extensive and productive experience in that regard. The district has established ties with 62 regions of Russia. “We should decide what the commission as a whole and each of my colleagues in particular can do for the sake of spreading successful cooperation practices,” said the MP.

The development of the draft concept of the Union State program on the innovative development of flax factories in Russia and Belarus was hotly discussed during the session. “From our point of view, it is a very important project. It is not a purely economic project but a patriotic one, too. We treasure flax just like we treasure bread,” stressed Nikolai Gonchar.

According to the source, work on the draft concept will continue. “We would very much like to switch from approvals to concrete things. To do that, it is necessary to simply and understandably formulate interests because it is necessary to base one's work on the concurrence of interests. Results can be produced that way,” Nikolai Gonchar was convinced.

In the afternoon members of the Parliamentary Assembly of the Union of Belarus and Russia intended to visit the enterprises, which act as state customers, coordinators, and executors of Union State programs. The MPs intended to get familiar with the operation of Orsha Linen Mill, the machine tool factory Krasny Borets, Linpac Packaging Est, and Orsha Meat Canning Plant.

On 1 March the MPs intend to visit historical and cultural legacy places in order to work on proposals in favor of creating a joint tourism route. The session will be focused on the potential and future development of the historical and cultural legacy in the Belarusian-Russian border area. The interest is particularly topical in the year of the 950th anniversary of the city of Orsha. There are many places of historical interest in Orsha District. They are viewed as sources of faith, spirituality, and original talent and can become important tourist attractions.
