Belarus needs 19 more laws to implement 2016-2020 social and economic development program

MINSK, 20 August (BelTA) – Nineteen more laws need to be passed in Belarus for the successful implementation of the country's social and economic development program for 2016-2020, Chairman of the Council of the Republic of the National Assembly of Belarus Mikhail Myasnikovich said at the meeting of the presidium of the upper house of the parliament on 20 August, BelTA informs.

The participants of the meeting discussed the implementation of the plan of bills for 2018. “For the successful implementation of the social and economic development program for 2016-2020, it is necessary to adopt 19 laws. The Council of Ministers failed to develop and submit to the parliament three of them,” said the chairman of the Council of the Republic.

The presidium reviewed the preparation of draft laws to be presented at the fifth session of the Council of the Republic. Mikhail Myasnikovich focused on the documents, on which the head of state gave direct instructions. These primarily cocnern the changes to the Civil Code, a new version of the Tax Code, and amendments to the law on investment. “The Council of the Republic should work more actively with the subjects of legislative initiative. We have sent more than 50 proposals to the national government bodies, but this is still not enough,” Mikhail Myasnikovich said. He recalled the serious conversation that took place in Orsha at a meeting with the participation of the president. “Everyone should draw concrete conclusions. We need to improve the style and methods of our work. This relates to the parliament too,” the chairman of the Council of the Republic stressed.

According to Mikhail Myasnikovich, there are very high expectations in the society of the implementation of the set of measures set out in Decree No. 7 “On the Promotion of Business Activities”. He stressed that the Council of the Republic not only submitted its proposals to the corresponding action plan on bills but also proposed specific novels and formulations on a number of normative legal acts.

The lawmaking portfolio of the Council of the Republic comprises more than 30 draft laws. The participants of the presidium discussed in detail the formation of a legislative framework that would ensure the achievement of the target goal of $100 billion GDP by 2025. The meeting also focused on the preparations for the 5th Forum of Regions of Belarus and Russia.

The next session of the Council of the Republic opens on 2 October.
