Belarus, Japan discuss UN Security Council reform

MINSK, 9 July (BelTA) – Belarus' Deputy Minister of Foreign Affairs Andrei Dapkiunas and Special Assistant to the Ministry of Foreign Affairs Seiichi Kondo, who is in Belarus on a visit, the UN Security Council reform, BelTA learned from the press service of the Belarusian Minister of Foreign Affairs.

The diplomats discussed the ways of intensifying interstate contacts, further development of the diplomatic interaction infrastructure and deepening cooperation in international organizations. The representative of Japan also raised the issue of the UN Security Council reform in the context of the idea of formalizing a negotiating process on the basis of the draft instrument proposed by a number of states. In his view, the negotiations on this issue should not be delayed.

Andrei Dapkiunas noted that Belarus supports the discussion of ways to enhance the effectiveness and representativeness of the UN Security Council but insists on a balanced, progressive and consensual approach to the reform. He stressed that the fundamental condition for successful negotiations on the UN Security Council reform is an atmosphere of goodwill and trust among member states.

The Belarusian diplomat believes that appropriate steps and initiatives by individual states or groups of countries aimed at reducing international tensions and overcoming the global crisis of confidence, which may not necessarily linked to the reform of the UN Security Council, may prove to be a critical factor for the success of the reform process. In his opinion, until the sufficient foundation of trust and mutual understanding is established, even the most attractive organizational steps will not be able to make the main UN body designed to deal with issues of international peace and security more effective.
