Project to make some 250 Belarusian homes warmer with World Bank assistance to begin soon

MINSK, 13 November (BelTA) – The thermal modernization of residential houses in Belarus will begin in Mogilev Oblast and Grodno Oblast where about 250 houses are being selected for the project. Deputy Prime Minister of Belarus Vladimir Kukharev made the statement as he met with World Bank Country Manager for Belarus Alex Kremer on 13 November, BelTA has learned.

Vladimir Kukharev

Vladimir Kukharev said: “A pilot project will be implemented in Mogilev Oblast and Grodno Oblast. A list of roughly 250 residential houses earmarked for thermal rehabilitation is being compiled in the regions now together with their residents. I think the project's implementation will begin very soon after the necessary papers are signed.”

Apart from that, measures to increase the energy effectiveness of social facilities are being worked out with the assistance of experts. “A government conference will take place soon to specify these measures,” Vladimir Kukharev added.

Vladimir Kukharev suggested discussing the implementation of the water supply and wastewater treatment system development project together with the World Bank during today's meeting. The first stage of the project will be finished in late November. According to the deputy prime minister, work is already over at 48 facilities.

Alex Kremer

In turn, Alex Kremer thanked the Belarusian side for setting up the working group in charge of coordinating the development of the project meant to improve energy effectiveness of public buildings. “The establishment of the working group is a very important and positive step. Because some decisions will be made in the Finance Ministry although the project is dedicated to energy effectiveness,” Alex Kremer explained. In his words, creating a sustainable mechanism to finance energy saving and invest the saved money into other projects is one of the key goals of the project.

BelTA reported earlier that a presidential decree was signed in September 2019 to encourage residents of apartment buildings to improve the thermal insulation of their homes using their own savings, subsidies from the state budget, and other means including loans from international credit and finance organizations.
