Plans to present EAEU's Customs Code in World Customs Organization

MOSCOW, 3 November (BelTA) – Plans have been made to present the Customs Code of the Eurasian Economic Union (EAEU) before the international business community and experts at a World Customs Organization venue, the press service of the Eurasian Economic Commission told BelTA.

The possibility of arranging the presentation was discussed by Member of the Board (Minister) for Customs Cooperation of the Eurasian Economic Commission Mukai Kadyrkulov and World Customs Organization Secretary General Kunio Mikuriya in Tokyo on the sidelines of the 4th WCO Technology and Innovation Forum. Mukai Kadyrkulov told Kunio Mikuriya about prospects of improving customs regulation in the Eurasian Economic Union. The sides also discussed the situation at the Kyrgyz-Kazakh border.

The EAEU Customs Code is now being ratified by the member states. The document is supposed to come into force in the entire Eurasian Economic Union next year. It will greatly simplify life for bona fide foreign trade participants.

The Customs Code contains a number of novelties. Foreign trade regulations will be switched to digital rails since the Customs Code prioritizes digital customs declarations over hardcopy ones. The latter will be used only in exceptional cases.

The time required to release merchandise into free circulation after the customs declaration is registered will be reduced by six times. The cargo will leave the checkpoint within four hours unless the risk management system requests additional checks.

The Eurasian Economic Union Customs Code will allow performing automatic customs operations using information systems of the customs services. Humans will no longer be a factor in decision making.

The Customs Code also provides for releasing merchandise before all the checks are done. A foreign trade participant will be able to collect the cargo from the checkpoint before the necessary documents are checked, provided the customs fees are paid.

Other novelties are also part of the new Customs Code of the Eurasian Economic Union.
