Taking part in the forum was a delegation of Belarus' Vitebsk Oblast. A partner cooperation agreement between Poland's Wejherowo and Postavy District of Vitebsk Oblast was signed during the forum.

Gdansk hosted the forum in 2016. Belarus was represented at the event by delegations of Grodno Oblast, Novopolotsk, representatives of the free economic zones Vitebsk and Brest.
