IMF, Belarus make progress on tariff policy issues

MINSK, 25 May (BelTA) - The views of the International Monetary Fund (IMF) and Belarus on the tariff policy in the utilities and housing sector are converging, Deputy Chairman of the National Bank of Belarus Dmitry Lapko told media, BelTA has learned.

“On the part of the IMF, there is a certain movement toward us. We understand each other,” Dmitry Lapko said.

Yet the senior representative of the National Bank declined to comment on the negotiations with the IMF and to disclose any details. “The negotiation process continues,” he stressed.

For his part, Deputy Finance Minister Dmitry Kiyko noted that the revision of the tax policy or tariffs in the utilities and housing sector is not raised as a separate issue in connection with the forthcoming visit of the IMF mission to Belarus.

“The IMF will assess the overall state budget, i.e. revenue/expenditure parts. I cannot say that the IMF sets out any specific requirements regarding the tax system or points to any shortcomings, because thanks to the tax reform we have been conducting in the past five years our tax system has become flexible and compliant with the generally accepted standards,” Dmitry Kiyko noted.

“In general, we receive praise from the IMF and the World Bank for the reforms we have conducted,” Dmitry Kiyko said. The country's 63rd position on Taxation in the Doing Business index proves this, he noted.
