Government to develop comprehensive plan for Borisov District by 2020

BORISOV, 25 July (BelTA) - The government will prepare a comprehensive plan for Borisov District by 2020, Belarus Prime Minister Andrei Kobyakov said during a visiting session of the Presidium of the Council of Ministers to discuss the development of Borisov District on 25 July, BelTA has learned.

“The district has issues and problems, including the long-standing ones that require urgent solution. The district is well equipped to remedy situation and put its economy on a stable growth path. It took a month and a half to prepare this session. We have enough time to develop the development strategy for the district,” Andrei Kobyakov said.

According to the prime minister, today there are serious problems in the construction industry. The areas of developed were identified in June this year during the visits to Borisov Crystal Factory and Borisovzhilstroy. Today Architecture and Construction Minister Anatoly Cherny will report on the situation at these enterprises and the district by industry, the prime minister said.

The session will also discuss the work done following the visit to the subsidiary of the Borisov Bakery Plant. Andrei Kobyakov recalled that earlier an instruction was given to work out a negotiated solution regarding the establishment of a high-tech agro-industrial company in the district on the basis of the Borisov Bakery Plant.

“Work will be judged by concrete results, particularly by the performance indicators of the companies and the district as a whole. Therefore, I ask you to report on the measures to promote employment, create high-performance jobs, to raise the average wages to Br1,000. I would also like to hear the proposals that need to be taken at the level of the heads of state and the head of government,” Andrei Kobyakov noted addressing the government members.

Andrei Kobyakov proposed to discuss the draft comprehensive plan of action for Borisov District for 2017-2020 and then to finalize it by complementing it with specific measures regarding the struggling enterprises. Based on the comprehensive plan of action the national government bodies, the Minsk Oblast Executive Committee and Borisov Town Hall will prepare, by 1 September, the detailed algorithms of their action.

The prime minister also ordered to take stock of the work done to involve the unused assets into economic turnover, to promote the transit, transport and logistics capacity of Borisov District.

Borisov District is the third largest manufacturer of industrial products among the districts of Minsk Oblast (11%), trailing only Soligorsk District and Minsk District. Employing 11.3% of the Minsk Oblast's population, the district accounts for 12% of capital investment, 7.3% of revenue from sales of products, goods, and services, 6.5% of the export of goods, and 5.4% of the import of goods in the oblast.

According to the National Statistics Committee of Belarus, in 2017 Borisov District is meeting three out of four performance efficiency targets: the growth of the export of goods, services, and FDI. The target number of the citizens employed at newly established companies is not being met. The unemployment rate is higher than the average one in Belarus and Minsk Oblast (1% in Borisov District, 0.8% and 0.7% in Belarus and Minsk Oblast respectively). There are some other problems: in H1 2017 the agricultural output went down by 6% from H1 2016. Loan arrears have been growing, too (up 2.6 times as against 1 July 2016). Net profit fell fourfold in the district while surging 2.6 times in Belarus. Sales margin in the district is 1.1% lower than the nationwide average.
