Draft presidential decree to liberate business initiatives in Belarus nearly ready

MINSK, 19 April (BelTA) – The draft presidential decree on encouraging entrepreneurship development and ruling out excessive requirements for private business in Belarus is in a high readiness state. The information was released by Piotr Arushanyants, Director of the Entrepreneurship Department of the Belarusian Economy Ministry, during the session of the public advisory board for entrepreneurship development under the aegis of the Minsk City Executive Committee on 19 April, BelTA has learned.

According to the source, an unprecedented amount of work was done within months. Regulations were prepared to seriously improve the business environment, simplify operation and reduce the cost of running a business in Belarus. “The document is in a high readiness state. Proposals of the business community are being looked into at all levels and in various spheres,” said Piotr Arushanyants.

In his words, the draft document is being constantly updated. Proposals submitted by the private sector represent about 90% of the regulations the presidential decree will introduce.

BelTA reported earlier that a package of regulations meant to improve business operation terms in Belarus is now available for public discussion. The package includes a draft ordinance and several draft presidential decrees.

The draft presidential decree on encouraging entrepreneurship development and ruling out excessive requirements for private business lays down principles of interaction between government agencies and legal persons and self-employed businessmen. It also lists the kinds of businesses, which can be started using the declarative principle. It also specifies general fire safety requirements, sanitary and epidemiological requirements, and environmental protection requirements. The draft document specifies how Belarusian commercial entities specializing in public catering, retail and consumer services, food and non-food production, civil engineering services, transportation, and advertising are expected to operate.
