MINSK, 26 July (BelTA) – Plans to create new jobs in Q1 2016 have been exceeded by 90%. Prime Minister of Belarus Andrei Kobyakov mentioned the figure during the session of the Council of Ministers Presidium held on 26 July to discuss the fulfillment of this year's plans to create new jobs and get citizens employed, BelTA has learned.
Andrei Kobyakov noted: “The data that has been presented indicates that, all in all, this year's tasks are being fulfilled. We've made plans to create jobs for 8,320 people in Q1 2016 and 15,824 people were given jobs. However, Belneftekhim, the administrations of Grodno Oblast, Minsk Oblast, and Mogilev Oblast failed to carry out this task in the first quarter of the year.”
It is necessary to create at least 50,000 jobs and get citizens employed in them every year. The instructions are stipulated by presidential decree No. 78. The central government will have to report the fulfillment of this instruction at the end of the year. Specific targets have been assigned to ministries, concerns, and oblast administrations for the sake of fulfilling the instruction.
“The work to get citizens employed in the new jobs is primarily aimed at reaching concrete positive results and suppressing negative trends on the labor market. The desired results have not been reached yet,” said Andrei Kobyakov. “Although we've exceeded the plans by nearly two times, the information the government is getting indicates that social tensions are still strong in a number of labor collectives due to part-time employment, particularly in civil engineering and industrial enterprises.”
According to the Prime Minister, if efforts to resolve the unemployment problem produce no visible effects, it is necessary to find the cause of it. “The most obvious one is the quality parameters of the new jobs. In order to resolve the unemployment problem, it is necessary to create highly effective and appealing jobs that enterprises truly need and will not be burdened with later on. The head of state's instruction to create 50,000 new jobs should be fulfilled without damaging other measures, which are designed to improve the performance of enterprises,” the Prime Minister is convinced.
“The reliability of reports about the number of people, who get employed in the new jobs, is another important matter,” noted Andrei Kobyakov. The head of state wants reliable data. The Prime Minister stressed that it is necessary to take a close look at the acquired results and analyze the adopted approaches. “We need uniform understandable methods. At the bottom level we need a clear vision of how visible and quality results can be secured,” Andrei Kobyakov said.
