Belarus bans export of flax fiber outside EAEU

MINSK, 2 October (BelTA) – Belarus has introduced a temporary ban on the export of flax fiber and extended the licensing of flax fiber export outside the Eurasian Economic Union. This is envisaged in Council of Ministers' Resolution No. 705 as of 28 September 2018, BelTA learned from the website of the Belarusian government.

The temporary ban will be in place from 4 October 2018 till 4 April 2019. In line with the resolution, flax fiber produced in Belarus will not be allowed for export outside the customs territory of the EAEU. The ban extends not only to export, but also to temporary exportation of flax fiber for outward processing outside the EAEU customs territory and re-export. The temporary ban does not extend to the export of Belarusian goods to the CIS member states, Georgia, Vietnam and Serbia.

The Belarusian Ministry of Foreign Affairs was instructed to notify the Eurasian Economic Commission of Belarus' decision and to submit a proposal suggesting the use of such measures by the other EAEU member states.

Apart from that, the export of flax fiber from Belarus outside the EAEU will be allowed only on one-time licenses from 4 October 2018 till 4 April 2019. They will be issued by Belarus' Ministry of Antimonopoly Regulation and Trade upon agreement with Bellegprom Concern.

The resolution comes into force on 4 October and will be in effect for six months, except for the instruction for the Ministry of Foreign Affairs that comes into effect after the official publication of this document.
