Amendments for decree on financial rehabilitation of Belarusian agricultural enterprises

GRODNO DISTRICT, 6 October (BelTA) – The Council of Ministers of Belarus has prepared amendments to decree No.253 on measures for the financial rehabilitation of agricultural enterprises. Prime Minister of Belarus Andrei Kobyakov made the statement while on a working trip to Grodno Oblast on 6 October, BelTA has learned.

Andrei Kobyakov said: “This Tuesday we will hold a session of the Council of Ministers' Presidium to sum up results after one year since decree No.253 came into force. It is not a simple matter. It requires certain financial decisions and legislative adjustments. We have already prepared the amendments and have introduced a number of substantial innovations.”

Andrei Kobyakov explained that it is time to take decisive steps to find investors, restructure manufacturing for quite a number of ineffective agricultural enterprises without damaging their agricultural output.

“It is important that after one year since decree No.253 came into force, we now clearly know which agricultural enterprises need restructuring. The decree stipulates two main forks: we have determined the enterprises, which can be financially rehabilitated via pre-trial procedures (most of them) and the enterprises, which will have to face court procedures, bankruptcy, but instead of shutting down external management is the main procedure they will face. Certain quirks need legislative regulation. During the session of the Presidium every oblast governor will have to present reports. We will take another look at problems and will make conclusions one more time,” said Andrei Kobyakov.

The prime minister went on saying that the head of state is expected to receive a report on the revised decree soon. “I think we will make decisions that will allow us to go farther with the financial rehabilitation of agricultural enterprises,” summed up Andrei Kobyakov.

During the working trip Andrei Kobyakov visited the agricultural enterprise Gorizont in Mosty District. The prime minister also visited the Rogoznitsa starch factory where he was informed about potato farming in Grodno Oblast and about the available potato processing installations.

While on a tour of the Mosty repair factory Andrei Kobyakov was informed about aftersales service and repairs of MTZ tractors and their components.

The Belarusian head of government was also made familiar with the operation of Skidel Sugar Factory. Andrei Kobyakov was briefed on progress in collecting this year's sugar beet harvest. The prime minister was informed about prospects of developing Skidel as a satellite town of Grodno.
